Conversion to a German driving license (third countries)
Foreign driving licenses from third countries can only be converted after passing the theoretical and practical test.
These driving licenses entitle the holder to drive motor vehicles in Germany for 6 months from the date of first entry. In order to be able to drive motor vehicles without any gaps, the transfer should be applied for in good time beforethe deadline expires – at least 3 months before the
driving authorization expires. If the permit is issued after this six-month period has expired, there is no driving authorization in the meantime.
Required documents (to be submitted in original):
▪ Passport or identity card
▪ Valid national driving license
▪ Translation of the national driving license with classification (ADAC or publicly appointed and sworn translator)
▪ A current biometric passport photo in paper form (35 x 45 mm)
▪ If moving to Nuremberg directly from abroad: normal registration certificate
▪ If moving to Germany from abroad: extended registration certificate from the first registration authority in Germany stating the country of origin from
abroad or the certificate on the right of residence with extended content
▪ Proof of training in first aid
▪ Name of the driving school in Nuremberg
Driving license classes A, B, L, T:
▪ Original eye test (ophthalmologist or optician) – not older than 2 years
Transfer of a foreign driving license (Annex 11 countries)
The Federal Republic of Germany has concluded an agreement with some states on
simplified conditions for the transfer of driving licenses.
These agreements may vary in terms of the scope of the test (test-free,
theoretical and/or practical driving test) and
class scope (all classes, class B only). If the
simplified transfer conditions only apply to one category,
the same requirements must be met for transferring the other categories
as for transferring from third countries.
These Annex 11 states include:

These Annex 11-
states also include numerous car driving licenses from the Australian territories, the US states and US external territories as well as the Canadian provinces.
Transfer of a foreign driving license EU states or EEA states (Norway, Iceland, Liechtenstein)
Driving licenses from EU or EEA states that have been issued for an unlimited period of time may be used to drive motor vehicles of the corresponding categories within the Federal Republic of Germany. A transfer of registration is generally not required, but there are exceptions for the C and D categories
